Abstract

In an era of shrinking distances and porous boundaries among nation states (Rosenau, 2003), cross-border transactions profoundly shape local life. Increasingly, public administrators are expected to cope with borderless and interconnected threats to the natural environment. Among these environmental threats, climatic change is particularly problematic.
