Abstract

Evaluating transnational higher-education partnerships (THEPs) is an essential, but complex and time-consuming, undertaking. According to Klitgaard (2004, p. 45): We will be doing more evaluations of partnerships. We will be doing more evaluations for partnerships. And we will be engaging in more partnerships to do our evaluations. Adding symmetrical demands to partnership evaluations introduces a further layer of complexity.
