Abstract
This paper examines the factors and issues considered important by ports and carriers involved in higher value-added exports versus those involved in lower value-added exports. Our survey reveals that low freight handling charges, equipment avail-ability, and a lack of problems caused by labor regulations were considered especially important by exporters dealing with higher value-added products. These findings have important implications for the success of exporters of higher value-added products and public policy towards port and carrier operations.
